way to see process resource utilization dynamically like in Unix?

I am wondering if there is a way to see the amount of CPU
time and memory etc that are being used by processes as they
run on my Windows 9x system. In the version of Unix I use
this is I guess the "top" command. Forgive me if perhaps it
is not really a cygwin issue. Also I seem to remember
some post about this previously but I cannot find it when
I search the archive, sorry though if this question has
already been dealt with. Thanks for any information.
