From your answer, I conclude that "konsole" is not available in Cygwin.
I guess the answer is the same for GNOME-termimal.

that's my understanding - there was just this week a thread on this list which stated that.

Right. There are external ports of these but nothing in the distribution right now. As for other terminals with things like tabs, you can check out Poderosa and/or Console2.
