And that is the problem  (server, shell and xterm have to run as administrator).  Even if the programs are set to run at elevated privilege, they will still throw up a UAC dialog, and the user will have to type in an administrator password.

FWIW, I've found that, under Vista, I have to run the Cygwin X server,
bash shell, and xterm as Administrator for everything to work.
