Can you try again without "-clipboard" in your script just to rule something out?
What version of kde is running on the remote machine?
I'm afraid I just tried to reproduce your problem using kde 3.5 and startkde
runs up ok for me, so that limits my ability to help you.
You might try something like 'ssh -l $WHO $TARGET "sh -x startkde"' to get
some more insight into exactly what part of startkde is failing...
