startxproblems after upgrade

Hi after a major upgrade
cywin-dll,bash,cygutils and a bunch more I've now got an interesting problem.
when running startx cygwin belived that i didnt have a home directory.
reason confusion about which "codepage" to use.

Username Administratör has a swedish char ö in it (o with umlaut)
See output below
$ set|grep Admini|grep -v PATH
HOME=$'/home/Administrat\224r'
LOGNAME=$'Administrat\366r'
PWD=$'/home/Administrat\224r'
USER=$'Administrat\366r'

I have tried downgrading bash and cygwin but no luck.
Everything works as it should in rxvt.
any ideas??
