From what I recall, when the parameter is specified, Xwin.exe does not complain if it's invoked twice (i.e., if an invocation is a duplicate). It merely exits silently. The effect is that if a user runs startxwin.bat twice, Xwin starts on the first run, along with an xterm, and Xwin does not start on the second run, but the xterm does.
