compile in cygwin (can't create configure file)

Thank you Brian Dessent.
I did as you had written (rename "_PTR", change
xim/makefile.am )but when I ran  "autoreconf --install
--force --verbose", it couldn't create right configure
file. 
Event I ran this instructtion with do nothing, it 
still showed errors. The errors are:
