Clipbord Problems - Locale not supported by X

I am on WinXP Pro and having problems with the clipboard integration between X-windows and WinXP.  I have searched through mailing list archives and FAQs but have not found anything to help me.  Can anyone tell me what I'm doing wrong?  Thanks.

I had used this previously on a different machine, but I now am trying to set up the Cygwin/X on a new machine.  My XWin.log file is below.
