uninstall the XFree86 packages. They are superseeded by the xorg packages.

This sounds like the bash umlaut problem. Check the faq on http://x.cygwin.com/docs/faq/cygwin-x-faq.html

Is numlock activated? This may conflict with the cursor keys.
