it does work for me
$ setxkbmap.exe gb -v
Warning! Multiple definitions of keyboard layout
Using command line, ignoring X server
Trying to build keymap using the following components:
keycodes: xfree86+aliases(qwerty)
types: complete
compat: complete
symbols: pc/pc(pc105)+pc/gb
geometry: pc(pc105)
Have you checked the FAQ entry http://x.cygwin.com/docs/faq/cygwin-x-faq.html#q-xkb-not-working
especially the binary mounted /tmp?
