Actually you can get the libX11.dll if you install the
Cygwin/X shared libraries from the
XFree86-lib-compat/XFree86-lib-compat-4.3.0-2 package.
These libraries, like Harold pointed out are based on
the 4.2.0 (older) shared libraries.
