No.
PROGS_EXE is simply all strings from PROGRAMS with .exe added. But
the .exe is already added before ComplexTarget is called.
So if eg. compiling xterm, PROGRAMS contains xterm.exe and PROGS_EXE the
contains xterm.exe.exe
