Oops. I got confused. The decision about whether to use the Shadow
DirectDraw Non-Locking engine versus the Shadow DirectDraw engine is based
upon whether you have DirectDraw 4 or higher (which enables Non-Locking).
If you have DirectDraw 3 or lower then you don't get Non-Locking. I got
messed up and thought it depended upon whether you've got an NT-based
platform or not.
DirectX has stagnated at version 3 for NT 4.0, if I recall correctly (this
version is installed with SP3, I believe). There were some rumblings, back
before Windows 2000 was released, that a new version of DirectX would be
included in SP6 or SP7, but SP6 didn't include a new version and I haven't
heard any further information about SP7 (though I haven't looked for any
such information).
Hope that clears things up. Everything is normal on your end with respect
to command line parameters.
