Hi,
 its working for me with OpenVMS 6.0. I do xhost +ipaddress_of_VMS, wait for
the X-Server to start and then: start rexec VMS -l user @startup.com on Win NT.
startup.com execute the commands from dave: $SET DISPLAY ... and $CRE ...
It's working too, if I do telnet to VMS and start startup.com.
I don't do any authorization things.

Perhaps there are some configurations missing on the VMS. Check with your
systemadminstrator.
