yes - but not if you want to query an xdm via xdmcp and want to
be able to use the same session from a machine with a us and from
a non us keyboard ... the problem with all the xmodmap setxkbmap
etc. settings is: they have to be set from an x-client which
you may not nesecary have available in a reproducable session
if you are querying via xdmcp (see above situation) - the real
solution is only to set the keyboard from the server (via cmdline
or configfile or whatever) itself - so you set it from where also
the keyboard is you want to set it for ...
