That's exactly what the server is doing. It runs xkbcomp, gives a 
description of the wanted momap to xkbcomp and reads the compiled
modmap.

You only need /usr/X11R6/lib/X11/xkb. Copy it from a linuxbox.
And check, that xkbcomp is not a linux binary! It should be a symlink 
to /usr/X11R6/bin/xkbcomp or a copy of xkbcomp
