Not sure what you mean by SuSE Linux 2.2.16. 2.2.16
sound like a kernel version number.
What version of the SuSE distribution is it? 6.2?
6.3? 6.4? 7.0? 7.1?

Why doesn't this work? Because there is no
such script?
Older versions of SuSE (at least including 6.4) has
the init scripts under /sbin/init.d/ rather than
/etc/init.d.
Try "/sbin/init.d/kdm restart" instead.
