check /etc/X11/xdm/Xsetup (or sometimes in /usr/X11R6/lib/X11/xdm).
I have something like hostmodmap=${ETCDIR}/Xmodmap.${DISPLAY%:*}
If you have a similar line and later a call like xmodmap $hostmodmap,
you simply copy the xmodmap.fr to /etc/Xmodmap.windowshostname
If it won't work, add "set -x" as second line in Xsetup and check the call
trace in /var/log/xdm-errors (or similar file).
