I see the same thing if I bunzip then untar. I understand the need for the
/etc heirarchy. I don't understand the need for the leading cygwin/ in the
filenames in etc-x11-vtwm.tar.bz2. I ended up with these files in
/cywin/cygwin/etc/... as I untarred all the *.tar.bz2 files from /.
