Changes
1) Fixed AltGr handling by discarding Ctrl_L presses/releases with the
same timestamp as an immediately following AltGr press/release.

2) Fake Ctrl_L discarding should now work on both Windows NT/2000
and Windows 95/98/Me. (Alexander Gottwald, me)
