You need to tell the server what kind of keyboard you have, by using
"xmodmap [keyboard definition file]".
I don't know if the german keyboard has a AltGr-key, but support for
that key is being worked on at the moment.
Either grab the keyboard definition file from a machine who has it
(linux redhat or similar)(I sent redhats xmodmaps to the list a while
ago I think), or use xkeycaps to create a definition file for your
keyboard.
