Just a second machine with the same problem.
Win 95 Ver 4.0 build 67109975 B
DirectX 7.0
xc-4-binaries all packages installed, dated 10.6.00 or 11.6.
cygwin 1.1.2
no .xinit or anything in HOME
call:
xwin :0
gives

The diagnostic prog dxdiag reports no problems.
