You may consider checking Cygwin mailing list at
cygwin@sourceware.cygnus.com.
This project relates to only porting XFree86 to Cygwin/Win32, Xclients and
other
X-servers for Cygwin.

BTW: you may consider writing/contributing what you need to Cygwin.  If
everyone
asks and no one contributes, there would be no new utilities and
enhancements.
