Made a "latest" directory

I've copied the cygwin-net-485 directory to "latest" at sourceware.cygnus.com.
I've also modified DJ's readme to reflect recent changes like the fact that
there is now a setup.exe program.  I've put the setup.exe program in this
directory as well.

I haven't, yet, announced this but that will be coming soon.
