Gerritt claims this is difficult because gcc doesn't support recent libtool
releases:

Danny Smith claims to have done it anyway, using dlltool:

http://sourceware.org/ml/cygwin/2005-10/msg00080.html

I guess the dlltool approach would not utilize configure options.  That's all I
know. :(
