Cygwin-specific README naming: rigid or just convention?

Going through the nit-pick procedure: Does it matter if the Cygwin-specific
README is name-version-release.README or just name-version.README?

http://cygwin.com/setup.html gives an example of boffo-1.0.README, which is
of the form name-version.README (so both boffo-1.0-1 and boffo-1.0-2 would
contain different files with that same name). In another section of
setup.html it gives the format "foo-vendor-suffix.README" and defines
"vendor" to the original version number and "suffix" to be the release
number, so it seems to be contradictory.

Thanks,
