Bad bad bad bad idea.

This has directly caused all those errors above.

No.

Your Cygwin install is now somewhat messed up.
You should delete your entire Cygwin install, and obviously taking care not
to delete any personal files or config files you have edited.

Then, reinstall using setup.exe, and don't try to do clever stuff with tar.

OK, to say it another way:
- In general, it is a good idea to always use the latest version.
- However, I don't think that it will help _this particular_ problem.
