AFAIK nothing, I think this is the intended result. Please search the
archives for a discussion about this.
>From the man manpage:
-M path
Specify the list of directories to search for man
pages. If no such option is given, the environment
variable MANPATH is used. If no such environment
variable is found, the default list is found by
consulting /usr/lib/man.conf. An empty substring
of MANPATH denotes the default list.
So MANPATH=:/usr/ssl/man means the default list + /usr/ssl/man
