Updated: {proj/libproj-devel}-4.6.1a-1; New: libproj1-4.6.1a-1

The proj package supplies a cartographic projection library and
utilities. It is based on the 'Proj.4' distribution at
http://trac.osgeo.org/proj/, not the friendly 'libproj4' fork
at http://members.verizon.net/~gerald.evenden/proj4/.

This is a routine update.

[[ compiled using gcc-3.4.4-999 ]]

This will most likely be the final proj update for the cygwin-1.5
distribution; future development will continue with proj-4.6.1a-10
for cygwin-1.7.

CHANGES (since 4.5.0a-1)
========================
o Update to latest upstream release (actually, svn as of 20090311)
o Update to work with stock cygport-0.4.3
o Version bump: new libproj1 package supplies cygproj-1.dll.
Older libproj0 package now in _obsolete state, but still
  available via the libproj0-4.5.0a-1 package.
o Added pkgconfig file
o Added additional documentation
o geod functions removed from the library (this required the
DLL version bump). These were originally added by the
cygwin-custom release 4.5.0a-1 in 2007. Back then, it looked
likely that these functions would eventually be added upstream,
but they haven't and it is now clear that they won't be, due
to issues with the coding style, disagreement over the
algorithm, and the new availability of libgeodesic:
    http://members.verizon.net/~gerald.evenden/geod/
o Also, upstream removed the mpoly projection. Since it
was an unused dummy projection (no actual transformation),
they figured it didn't count as breaking the ABI...
o In 4.6.0 code was added to handle windows drive letters,
thus eliminating the need for some of our older patches.
