GNU Typist is now available with the Cygwin distribution:

GNU Typist is an interactive typing tutor that can help you to type
correctly. It has several lessons for different keyboard layouts and in
different languages. The lessons for gtypist are described in a
easy-to-learn scripting language that the user can use to modify the
existing lessons or create new ones.
This package includes typefortune and an emacs major-mode, which are
used to edit and create new gtypist lessons. These require perl and
emacs if you wish to use them. Otherwise, they are not needed for
running gtypist itself.
