[PATCH] kconfig: Update kconfig from upstream

kconfig: Update kconfig from upstream

This update copies files from scripts/kconfig/* from upstream 3.14
kernel that exist in our tree. I did not include qconf/gconf.

I noticed that there are some issues (non-blocking) with some of the
config/..in files, but I'll get back to that in later patches.
