Robert:
The headers installation problem doesn't require makefile support. What
it requires is documentation support. To someone trying to bring up a
cross chain the problems are:
1. The list of required system headers isn't documented anywhere.
2. The location where the build expects to *find* these headers isn't
documented anywhere.
