crosstool-0.40 status

I'm building on a new ubuntu system which didn't have flex
and bison installed, which bit me, so I added checks for
flex and bison when crosstool.sh starts.

I looked at http://gcc.gnu.org/PR22541 again, and tried
to solve this by adding the needed mkdir in crosstool.sh,
but I suspect that you can't do this without knowing
more than is healthy about the directory tree gcc will create.
Looking at the feedback for the fix-fixincl.sh patch
in bugzilla again, I realize it was positive, and all I need
to do is update the patch and improve the changelog
entry, then it'll probably be good for mainline. So
that's the way I'll try to go.
