try running
   cd
/Home/crosstool-0.28-rc37/build/powerpc64-unknown-linux-gnu/gcc-3.4.2-gl
ibc-2.3.3/linux-2.6.8
   make V=1 ARCH=ppc64 oldconfig
and let's see exactly what it's trying to do.

Looks like it is trying to execute 'fixdep' with no success.
Any idea how the get over it?

Yes.  (Use 0.28-rc37, the latest rc.)

I don't think so.
