crosstool-0.28-rc13+ arm9 softfloat, sysroot success

I finally produced a workable 'soft-float' toolchain for arm9 with the
crosstool-0.28-rc13 release. Prior releases would not compile
U-Boot...complaining libgcc contained hardware floating point.

I've just built the following toolchain for arm9tdmi-linux:

  binutils-2.14.92
  gcc-3.3.3
  glibc-2.3.2
  linux-2.6.4

I built it using the 'sys-root' config option. This works great and leaves
you with a great target filesystem skeleton (include libraries, headers,
etc) in the 'sys-root' directory.

One small issue with the 'libstdc++' libs not being put in
'sys-root/usr/lib'. Not a big deal if just using C.
