Try these sites.  They have information on ports of the GNU tools
to the TI C3x and C4x.  I have personally used them to port RTEMS
to
the C3x/C4x.

Ran Cabell's site   - http://dsp.linuxave.net/c4xgcc.html

Also http://personal.eunet.fi/pp/gnosis/interest.html is a free
alternative to the TI DSK.
