I am trying to apply this patch to 2.23, but find we need to do
ChangeLog rotation like rename current ChangeLog to ChangeLog-2012 and
then put my changes to new file ChangeLog. What's the correct way to
rotate ChangeLog?

I don't know if there is an official policy for ChangeLog, but as far as I
know
they aren't renamed in branches.
So just do not rotate them in the 2.23 branch.
I am sorry that I didn't make my question clear. I think the filename
ChangeLog is for changes happened in current year. For example, when we
enter into year 2012, we will rename ChangeLog to ChangeLog-2011 and leave
ChangeLog for documenting changes in 2012. Similarly when we enter into year
2013, I think we need to rename ChangeLog to ChangeLog-2012 and use
ChangeLog to document changes in 2013. Is this correct? I guess my patch is
the first change in 2013 for branch 2.23.
