Hi Julian,

     gas/
     * config/tc-arm.c (md_apply_fix): Fix conversion of BL to BLX for
     local targets in Thumb mode.

     gas/testsuite/
     * gas/arm/bl-local-2.s: New test.
     * gas/arm/bl-local-2.d: New.
