[That was actually the second time around. The first time was in
12/2010 on the gcc list.]
I agree with Alan. I would still very much prefer either of the
alternative suggestions I made last year: archives or a new form of
section group.

The section group idea may still have some details to work out, but I
think they're solvable:

Even so, I think I'd lean towards the use of archives.
