[VMS/committed]: Add assertions


Hi,

this patch defines MAX_EKEYLEN (which was previously hard coded), adjust the value of MAX_KEYLEN and compensate this
change.
I have also added comments and assertion in vms_write_index to make the code more readable.

No functional change.

Committed on trunk.
