Just repeat the checkout command to update, e.g.:
 cvs -z 9 -d :pserver:anoncvs@sourceware.org:/cvs/src co binutils

(That way, you'd catch up with new binutils-specific directories.)

PS. The in-tree tcl, expect and dejagnu should be removed, too.
