[PATCH] First Cell PPU patch

Hi,
  This patch adds the first of the Cell PPU binutils patches.
It adds support for -mcell to the as.  It does not add the new 
instructions
introduced on the cell, that is the second patch.

OK? Built and tested on powerpc-sony-linux-gnu with no failures.
