Well, it's simple. If the FSF can't ensure the availability of the means
it wants to see used, it can't insist on them being used. Also because
that's contrary to the FSF goals itself (namely the success of their
projects). If the mean is a mailing list ensuring its availability
includes getting it relatively free of any spam.
