Yes.  *Note (autoconf)acconfig.h::.

AC_DEFINE can take four parameters, with the last two being optional.  The
third parameter defaults to `1', and the fourth parameter is the comment
for config.h.in.  *Note Defining C Preprocessor Symbols:
