It would be a shame if i sent patches off too often with complete
information, eh?  8-S

So, also:

In terms of actual testing in the current binutils sources, i've
verified that it doesn't break the build (or 'make check') of a
variety of MIPS binutils targets, and that it seems to have the
intended effect.

Not a lot of testing, to be sure, but should be sufficient for this
change (which adds new functionality independent of everything else).
