The top level `configure' is not generated from 'configure.in'. The
toplevel doesn't use autoconf.

You should know that (a) at present I believe ld is not supported for
AIX and (b) even if it was, it's certainly not supported for
cross-compiling---you might be the first person to try this
combination.
