The list has no moderator.  I don't think it should have one, either.
The necessary delay would be bad.

People are permitted to post without being a member.  I think that is
generally desirable.

The list, like all sources.redhat.com lists, does use RBL and other
schemes to avoid spam.  Perhaps there are additional checks we can
make.  I personally don't think the spam on this list is all that bad.
