Can you tell me how to generate this format? Do I need a specific version?
The manual page doesn't mention IEEE695.
The man page doesn't mention a lot of things.
You can do objdump -i to see the list of supported formats.
You can convert by doing something like
objcopy -O ieee --debugging INPUT-FILE OUTPUT-FILE
