Patch from From Alexander Krivenyshev (2008-09-05), and possibly From Paul
Eggert (2007-12-22), are inaccurate. Change from Dec 2007 wasn´t supposed to be
permanent.

The time zone data is glibc is not meant to be used.  It is just included for
testing.  Every reasonable distributor has long since issued a separate package.
 Bother those people.  The glibc tzdata content will be updated once there is an
update upstream.
