locale definition for Kashubian

UTF-8 is suggested defalt encoding for this locale

Do you really need to specify a full sorting order definition?
If possible, I would recommend including the i18n sorting order
or some other locales sorting order, and only change the few
entries that are special.  This will make the LC_COLLATE section
shorter and easier to maintain.

Please rework the locale to use the iso14651_t1 file and then, if necessary,
reorder statements.
